ePCO account blocking starts 26 October: what Malaysian exporters should do

What changes on 26 October?

Dagang Net Technologies (Dagang Net) will implement an ePCO account blocking mechanism effective 26 October 2026, under notice DNT/NSW/ePCO-PPU/20261019-001. It relates to the Pay Per Use (PPU) payment process for ePCO, where customers pay after MITI approves a transaction.

When is an account blocked?

An ePCO account is blocked automatically when either condition is met, whichever occurs first: five transactions with the status Awaiting Payment, or an outstanding payment left unpaid for more than five days. An account can therefore be blocked with fewer than five unpaid transactions if one payment is overdue.

What happens while an account is blocked?

No new ePCO submissions can be made until the required outstanding payment is settled. Unpaid transactions are not cancelled; they remain valid and payable. The service is reactivated automatically once payment is successful.

What should exporters and forwarders do?

Sign in to ePCO, open Payment Listing and filter the status to Awaiting Payment to see outstanding transactions. Pay promptly after MITI approval instead of letting transactions accumulate; you do not need to wait for five approved transactions before paying. For clarification, contact Dagang Net Careline on 1 300 133 133 or careline@dagangnet.com.

What does this notice not establish?

This is a payment-timing control for ePCO accounts. It is not a port or customs disruption, and the notice does not state any shipment delay, new duty or new freight charge. It gives an effective date but no start time. Check the Dagang Net notice and FAQ for the full rules.
