The Government of Aceh is accelerating preparations for a planned Roll-on/Roll-off (Ro-Ro) shipping route between Krueng Geukueh Port in North Aceh and Penang, Malaysia.
What Aceh is preparing
At a 28 August 2026 coordination meeting, officials discussed preparing a governor regulation to appoint provincial-owned PT Pembangunan Aceh (PT PEMA) as the proposed service operator. Aceh officials said the provincial government would retain control over strategic matters including tariffs, sailing schedules and cargo priorities.
PT PEMA is expected to submit a proposal on vessel procurement, whether through leasing or purchase, by 31 August. Consultations with Indonesia's Transport and Home Affairs ministries are planned for 2–3 September. Officials also want to encourage bilateral Indonesia–Malaysia discussions on the connection.
What West Malaysian operators should do
This is a route-development opportunity, not a confirmed operating service. No launch date, sailing frequency, vessel capacity, tariff or Malaysian terminal-readiness date has been announced. Forwarders and shippers should wait for confirmed bilateral, customs, immigration, quarantine, port and schedule details before making cargo-routing decisions.
